Goritsa Grancharova - Kozhareva
Vice-President
Goritsa Grancharova - Kozhareva holds a Master's degree in Accounting and Control from D.A. Tsenov Academy of Economics, Svishtov.
Until 2005 she held various positions in the financial and banking sector - Chief Executive at the National Revenue Agency, Manager of the National Social Security Institute Office of SIBANK, Deputy Chief Accountant at Bulgargas; Manager at TS Bank, Accountant at State Insurance Institute (DZI).
In April 2005, the National Assembly elected her as a Member of the Bulgarian National Audit Office. She is also Head of the Audit Department, conducting audits in Ministries, the National Statistical Institute, the Commission for Personal Data Protection, the Council for Electronic Media, the Bulgarian National Radio, the Bulgarian National Television, etc.
From 2011 to 2014, Goritsa Grancharova - Kozhareva was a member of the Consultative Council to the Bulgarian National Audit Office, elected by the National Assembly.
In June 2014, she was re-elected by the National Assembly as a Member of the Bulgarian National Audit Office and Head of the Department responsible for performing compliance audits of financial management.
She headed a working group to develop the "Compliance Audits" section of the Manual on the Implementation of Internationally Accepted Auditing Standards and Auditing Activities of the Bulgarian National Audit Office.
In April 2015, the National Assembly elected her as a Vice-President of the Bulgarian National Audit Office, in charge of the audit directorates Financial Audits, Compliance Audits of Financial Management and Performance Audits.
Goritsa Grancharova - Kozhareva chaired the Professional Ethics Committee of the Bulgarian National Audit Office until 2023.
She participates in the activities of international professional organisations of Supreme audit institutions (SAIs):
International Organisation of Supreme Audit Institutions - INTOSAI;
European Organisation of Supreme Audit Institutions - EUROSAI;
Contact Committee of the Heads of SAIs and the European Court of Auditors.
By a decision of the National Assembly on 20 January 2023, she was elected as Acting President of the Bulgarian National Audit Office.
By a decision of the National Assembly on 7 July 2023, Goritsa Grancharova – Kozhareva was appointed to perform the duties of President of the Bulgarian National Audit Office until the election of a new President, whereupon she resumed the post of Vice-President of the Bulgarian National Audit Office.
As of 8 April 2024, Goritsa Grancharova - Kozhareva has been appointed Acting President of the Bulgarian National Audit Office for the period from the appointment of the President of the Bulgarian National Audit Office as caretaker Prime Minister under Article 99(5) of the Constitution of the Republic of Bulgaria until his dismissal.
Toshko Todorov

He graduated from “D. A. Tsenov” Academy of Economics – Svishtov, Master’s Degree in Economy and Business Administration.
He started his career as accountant. Toshko Todorov has had an extensive career in public sector. In 1992-1999 he served in several positions as Tax Inspector and Chief Tax Inspector, Chief Tax Expert –Head of “Collection” Service, Head of Regional Tax Administration – Dobrich. In 2000-2005 he is Regional Director at Regional Tax Directorate – Dobrich.
In January – June 2006 he is Deputy Director of “Appeal and Management of Execution Directorate” – Varna, Central Management of the National Revenue Agency and till 2008 he is chief expert within the same structure at the Central Administration of the National Revenue Agency – Sofia.
In August 2009 -May 2012 he is Deputy Executive Director of the National Revenue Agency.
In August 2012 - June 2013 he is Chief Expert – Operative Assistant to the Secretary General of the Ministry of Interior.
Since November 2013 he is business consultant in Tehra Ltd and Bomix Ltd.
The National Assembly elected him Vice - President of the National Audit Office of the Republic of Bulgaria on April 9, 2015.
